First go to the create tab, which is in the menu on the far right of the screen and then click on the little black triangle located next to 'Standard Primitives' and scroll down the menu to 'Extended Primitives'. Once that has been done you will be presented with a menu of Hedra, Torus Knot etc.... Select Chamfer Cyl.
